The Oregon Health Authority currently has a fantastic opportunity for a Technology Architect with Leadership experience to join an excellent team and work to advance their IT operations.

What you will do!
As the Chief Technology Architect, you will work closely with the Chief Information Officer (CIO) in planning and directing the administration, operation and statewide service delivery of all information systems to the 10,500+ employees of OHA and DHS and the clients whom they serve.

You will serve in a strategic-level position and participate in setting the strategic direction for use of technology to support OHA and DHS programmatic and administrative functions. You will lead the planning efforts to define the future-state technical environment for OHA|DHS. You will also facilitate the conversion of strategies to actions and identify ways to optimize IT capabilities and performance to improve interoperability of systems and infrastructure.

As a member of the OIS executive staff, you will help the CIO initiate, develop, and implement OIS programs, policies, and procedures. You will play a critical role in building or buying the technology that will help DHS/OHA meet its business goals. You will be responsible for solving integration problems, synchronizing technology frameworks and rationalizing technology services across business units in a highly diverse and distributed technical and business environment.

Additionally, you will be responsible for leading efforts to develop, maintain and govern the enterprise architecture and its domains (business, information, application and technology) across the DHS/OHA enterprise; and for defining Enterprise Architecture (EA) processes, their application in technology transformation (including the architecture review process) and the integration of these processes with other related business and IT processes at a DHS/OHA, State of Oregon and Federal level.

MINIMUM QUALIFICATIONS:
Four (4) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; AND
d) budget preparation.

OR

Three (3) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation, AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

REQUESTED SKILLS:
• Experience in Enterprise Architecture.
• Skills and experience to lead the organization in setting technical standards, technical direction, and Enterprise Architecture efforts.
• Experience setting IT Policy and leading strategic planning efforts for a large organization.
• Management experience along with up-to-date technical expertise and knowledge needed to direct technical experts.
• Innovative thinking, flexibility and an ability to manage change and varied resources.
• Ability to translate technical issues and ideas into non-technical language understandable by all levels of management and customers throughout state government.
• Bachelor degree or higher in computer science, public administration, business management or other relevant field.
• Ability to set clear guidelines, model expected office professional behaviors, and establish and maintain clear methods for reporting inappropriate actions.
• Experience in promoting a culturally competent and diverse work environment.
