The primary purpose of this position is to provide application development and production support for ODOT/DMV IS applications. This includes basic services such as problem resolution, program development, enhancement and maintenance and other services that support the software application development process. This job/position has responsibility to insure the continuing needs of our customers are met.

Duties & Responsibilities

Manage technical tasks for projects to research, evaluate, select and help business make procurement decision for business applications; design and develop interfaces between software components to insure integration and functionality.
Participate in evaluation of new industry products, approaches, and technology directions with focus on how they can be integrated into ODOT's current technology.
Participate in information resource planning and tactical planning for the DMV Application Development Teams.
Coordinate activities with DMV Project Delivery, Application development and Operations support groups to resolve resource issues for competing priority projects.
Manage resources that develop migration and/or implementation plans for large size, complex projects that may involve multiple vendors, multiple sites, and that may be accessed by other agencies or jurisdictions.
Coordinate with other agencies, sections and ODOT partners in workflow evaluation and implementation.
Analyze impact of changing configuration on other systems and/or interfaces. Recommend and coordinate solutions.
Provide day to day leadership for an assigned team of analysts and developers during the project life cycle: Preliminary Analysis, System Architecture, Functional Design, System Construction and Implementation.
Coach other personnel, providing technical expertise and specific instructions as needed to progress through and complete projects and/or maintenance.
Create and maintain system documentation.
Participate in systems development process. Work with end users and data processing throughout the life of a project, maintenance change and legislative changes. Adhere to and enforce the use of project delivery methodology used at ODOT.

Minimum Qualifications:

(a) Six (6) years of information systems experience in development and maintenance of web applications.

OR

(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in development and maintenance of web applications.

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for four (4) years. AND two (2) years of information systems experience in development and maintenance of web applications.

OR

(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Preferred Attributes: We may show preference to candidates whose application materials demonstrate the following. We will use the items on this list along with our essay-style supplemental questions to determine who to interview.

Five years of demonstrated experience developing or maintaining multiple applications in a Client-Server or Web environment that include analysis, design, problem solving, writing specifications, test plans, test cases and test results.
Experience as a technical lead doing the following activities :
Preparing analysis, business and technical requirements, design specifications, code construction/application configuration, test plans, test cases, test results, and implementation plans.
Implementation experience in a setting where there are multiple entities are involved (e.g. Vendor, server, network, database, applications, helpdesk etc.)
Experience implementing and integrating Commercial off the Shelf (COTS) solutions within an environment with strong change and release management process and procedures.
Experience working with the following technologies HTML/CSS/JavaScript, VB.Net/ASP.Net, IIS and SQL Server.
Experience working experience with web development technologies including the following: HTML5, PHP or Adobe CF11, Rest, JavaScript, CSS, JQuery and JSON or XML.
Experience with responsive web design, n-Tier web applications and structuring websites to achieve business goals.
Experience in bringing new technology changes into the environment, as it pertains to application development. Also being a mentor and train peers, subordinates on the new technical skills.
